This article is ‘uninformed’ to say the least, thick Ryerson students paid by Conrad Black who haven’t a clue how the EU works would be more accurate. Cuts in greenhouse gases are set and measured very strickly under the EU emissions trading scheme and individual electricity generators will by fined 40 euros for every ton they over-pollute. Goals for renewable energy become every EU country’s government policy by virtue of being EU law. Therefore like any government, they have said they will do something, if they don’t no one but voters can punish them.
